The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Stagnation.

The recent US national security strategy offers a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" policies represent an existential risk to the continent's identity. Yet, this perspective rests on a serious misreading of the reality. The actual challenge facing Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Between Europe and the US

The data reveal a stark picture. From 2008 and 2023, American economic output surged by 87%, while a mere thirteen and a half percent growth for the European Union. Over this time, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than major EU nations like France and Italy.

Today, about 50% of the global 50 largest tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

This widening disparity stems from superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly American. In the last fifty years, 241 US firms have grown into enterprises valued at over ten billion dollars, versus only fourteen in the European continent.

This gap raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts agree it is largely a two-horse race between the US and China, with Europe starting at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

Several key reasons account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. The EU still lacks a genuine capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among twenty-seven separate regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was once met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, there are reasons for hope. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Key reports on EU competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate incentives and rule changes, these assets might enable much higher levels of commercial innovation.

The continent retains considerable strengths: high-quality human capital, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been steady. But, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
